But quite commonly they are supporters of order exercising a restraining influence on their members in conditions which promote disorder ( 1968: 28-9). Domestic bargaining and unofficial action One reason for the prevalence of the myth of the 'wildcat' shop steward is that it seems to offer a simple explanation of unofficial strikes.

But now that the primacy of workplace bargaining has become established, changes in union policy or official organization will not readily succeed in integrating the official machinery with shop-floor industrial relations. Emphasis on 'communications' also ignores the extent to which the unofficial status of disputes reflects a conflict between the roles of union members and union officials. The official's job necessarily centres around compromise and accommodation. For him, workers' grievances are problems to be solved; and once a formula has been agreed with the employer, he feels an obligation to stand by it.

Thus during the Ford dispute the Financial Times noted (19 June 1971) that 'the TGWU is, in fact, already supporting the strike in the sense that it is fighting Mr Dillon's case and has made no attempt to instruct the strikers to resume work'. For this reason, many 'unofficial' stoppages might best be regarded as 'quasi-official': union leaders often give tacit support but not formal backing - either because of rule-book restrictions on their ability to pay dispute benefit, or to avoid embarrassment in sanctioning a strike in breach of procedure.
