15) The ultimate goal, therefore, was to design a new construct of education as a panacea for the economic ailments of the society. This pattern of reasoning was in a way embraced by the fledgling adult literacy field. This signalled the introduction of economic considerations into the field and initiated the regime of what later became known as a valuefor-money approach to education. Thus, the government confronted the issue of unemployment from the viewpoint of educational inadequacies and effectively transferred this into the process of policy development.

A range of events and factors within the society, therefore, stood in place of conventional policy and provide evidence for the justification of our claims in terms of the underpinning values. What we analyse, therefore, includes a combination of events initiated by both government agencies and voluntary organisations. Perhaps the first of a series of significant events/quasi-policies in the evolution of literacy policy and practice in the 1970s was the publication of the Russell Report on adult education.

Although we shall be explicitly making our own claims about events and policies, we shall draw on comments from these participants to support some of our claims when necessary. The 1970s Adult literacy has a long history, but has particularly grown in prominence during the past three decades. We start with a rather bold claim here; the 1970s started with an alignment to the intrinsic values of education but as the decade developed, there is evidence that the instrumental value position began to take control.
